Plenty of places will not take a PDF at all — a WhatsApp message, an Instagram post, a form that only accepts photos, a slide you are pasting into. An image of the page goes anywhere a photo goes.
The trade is that images cannot be searched or selected, and a page of dense text saved small becomes hard to read. If someone needs to read it properly or copy from it, send the PDF.
PNG holds sharper edges on text and line drawings; JPG produces far smaller files and suits pages with photographs on them. If you are unsure, start with JPG at a large size.
