The hard part of this job has never been reading the file. A .docx is a zip of XML and its structure is documented. The hard part is deciding where every line, table row and page ends, which is the thing Word spends most of its effort on.
A browser already does exactly that work, for every page you have ever printed. Laying the document out with the browser's own engine and then printing means the pagination is computed by software that does nothing else all day, and the result is a PDF with real selectable text rather than a picture of each page.
The one thing that genuinely moves a page break is a missing font. Word documents usually ask for Calibri, which almost no device outside Windows has, and a substitute with different letter widths changes where every line wraps and therefore where the pages divide. We ship a font with the same letter widths, so the breaks land where the document intended even though the shapes are slightly different.

For letters, CVs, reports and most documents, yes. Text in columns, images that text flows around and very complex tables are where any converter drifts, so check the preview before sending anything that matters.
That is a much harder problem and we do not pretend to do it. A PDF stores placed text rather than paragraphs, so turning one back into an editable document means guessing at the structure, and the guesses are usually wrong.
