Resizing changes how many pixels an image has while keeping everything in it. If you keep the original shape, the picture just gets smaller or larger. If you force a width and a height that do not match the original proportions, the image is stretched — which is why the shape lock is on by default.
Government and university forms usually want an exact pixel size, and often an exact file size too. Set the dimensions first, then bring the quality slider down until the saved file is under the limit they gave you.
Making an image larger than it started cannot invent detail that was never captured. Enlarging a small photo will look soft, and no tool that runs honestly can change that — the ones that claim otherwise are guessing with an AI model.
